Isn't that what OIX is doing with its "trust frameworks" :)

Thanks for starting this thread... just a bit of qualification on TF here:

Trust Frameworks is not an OIX thing.  It's an industry thing... OIX, KI and InCommon all are Trust Framework Providers.  It's not a new thing either - Trust Frameworks roots go back a decade (if not more depending on how wide you want to scope).  Anyone who uses payment cards (credit cards / debit cards / atms) already uses versions of a Trust Framework.
