Fair question Patrick. My understanding is below...
BCTF is focused on Trust Frameworks and Trusted Federation (anywhere
and everywhere) and EUM is larger in scope than Trust Frameworks and
specifically European focused.
The stakeholders of each group have recognized that there is fair bit of overlap and have discussed this issue. However, that discussion yielded guidance (from stakeholder consensus) that the groups should continue to be separate. As deliverables and scope are further refined the two groups do have the option to discuss a potential merge if there is consensus to do so.
Bottom line is - the overlap and differences have been recognized and leadership of each group is tracking for further discussion (in 3-6 months).
