[DG-Concordia] Revised version of Proxying Assurance between SAML & Outh Guidelines

Hi, please see enclosed for a rev of the guidelines document. No comments were received during the 45 day review period. Most notable change in this draft is that the ref to the SAML Assurance profile was updated to point to CD-02 We will be initiating a ballot to approve the report as final in the near future.
