I want to draw your attention this thoughtful and well written paper from Kantara Board members, the Internet Society.

While it explicitly addresses security, privacy, and portability it also implicitly addresses identity too.

ISOC (and its subsidiary the OTA) has expressed interest in engaging more with Kantara as activity in this area develops. 

The IDoT DG would be a great focal point for further discussion and development.
