You miss my point.  As I look at the implementation of the CO & LAmdl wallets I see provisions for driving and buying alcohol. I do not see any provision for other readers. Those states have no provision for TSA to use their wallets.  At least in the 2 provinces of CA I see that provision for the federal government to use the state ID. The states can mandate what they want, but only if the wallet enables it. The wallets mandated by the states of CO & LA do not seem to enable use of 18013-5 by the federal gov't. The plain old card 18013 is being enabled by at least 49 of the 50 states for real-ID.

What's the point of an mdl when you must carry the 18013 card anyway?

No word yet on whether such documents as SIN numbers and work permits would be included in Ontario's digital ID program, but British Columbia and Alberta have both "integrated their digital identities with the Federal Government to enable residents to access federal services with their provincially issued digital IDs as an alternative to linking online banking information."
