As far as interstate interop is concerned, I believe it is required by the "full faith and credit" clause of the constitution. I don't think we (in US) have any choice.

Thanks, Tom, great update.  For reference, the CO implementation is not compliant with ISO 18013-5 and uses a very different architecture than envisioned by the standard.
