I wouldn’t disagree with Andrews observation one bit. My first observation would probably be this report needs to be pushed out into several reports where each report builds on top of another by starting with the basics. Keep it simple. Unless of course the report is meant to be consumed by experts in each and perhaps every field.

It was very clear that different people route different sections simply based on the fact there are a lot of sections well written while others do not. Certainly an aspect standing out while reviewing the document.

As far as the technical competency of the material, while I am sure, it’s mostly accurate as Andrew put it at much of it is jumbled together, making it more difficult to put in scope. From my perspective it needs work.

This appears to be a follow-on project by Liz Garber and Mark Haine - so it is indeed related to the work by Heather, but it is a totally new piece of work.

I did a quick read yesterday - there's some problematic material in the report - several things are jumbled together - notably the distinct domains of Civil Registry functions of Governments and the brand new "Identity Management via Digital Credentials". And because of this the conclusions and recommendations sound a bit off.

I'll try to dig deeper shortly.

This paper builds on the OECD Digital Identity recommendations (published as final July 2023) to provide practical and timely information to assist government officials that are responsible for enabling digital identity credential systems, globally. The paper includes 8+ months of diligence with expert organizations and individuals, as well as public consultations in 4 conferences.  If we succeed, the recommendations from this paper will trigger a practical roadmap for global digital identity infrastructure development…a roadmap we will expand upon during an interoperability workshop in Paris the last week of November with numerous other non-profits. We see one of the key challenges to be bridging the “global north” and “global south” and engagement with key players like Kantara as vital to this outcome. 

 

A final version of this paper will be published prior to the OECD panel on Digital Identity (second half September), where the Digital Identity Recommendations will be formally announced at an OECD panel. The recommendations in this paper will be shared by Nat Sakimua, Chairman of the OpenID Foundation, as appropriate, during the OECD panel.

 

We are keen to ensure the paper represents the current views of the global identity community, including Kantara’s perspective. If the paper aligns to Kantara’s perspective, we warmly encourage co-branding of the final version of this paper, prior to publication September.
