Re: IAWG Meeting This Thursday, August 14th: Discussing Our Future Direction

Yehoshua, I am aware that Kantara is not permitted to share the full ISO 17065 document however, I don't see any restriction to copying and pasting specific language in 17065 that has driven this course of direction for full transparency with the IAWG. I spent considerable time last week reading and re-reading the standard multiple times and consulted Google, Gemini and ChatGPT looking for clear evidence as to why the IAWG, under its current charter, cannot continue to develop and maintain the service assessment criteria. While 17065 puts the onus on the certification body to have procedures in place to maintain impartiality, that is in place today. Kantara would need to own the scheme which it clearly does today. Under the current structure of the IAWG, I do not think it jeopardizes 17065 accreditation. If it is specified in 17065, I would appreciate it if you of someone on this distribution list will point that out to me. Opening Thursday's meeting with the specific ISO language would be a good way to kick off the discussion and answer a lot of questions. This is an important decision, and the members of the IAWG deserve transparency. Hi Mike - jumping in here - 17065 allows the organization operating a service to design it in the ways that make sense for its operations. You won’t find the answer you seek in the text of 17065. If you would like clarity, Kay (and the supporting team) is the person you must consult. If you recall, when Yehoshua and I made sincere and extended efforts to engage IAWG to determine our own destiny, at a point in time where we possibly could have shifted design decisions, all we got was pushback and flames. And so we did what the WG insisted: we processed the backlog. There is no point in trying to pin down the precise sentence in the ISO document from which all else arises. That’s not how it works. That’s an interesting perspective Andrew … though not one with which I can find agreement. Please don’t try to push this responsibility on the IAWG membership, which for many months has been trying (through the IAWG) to effectively get stuff done so as to maintain and support the ongoing operation of the IAF. From the first communication (2025-02-24) post IAWG Chair/Vice-Chair elections there has been a process of conducting business out of sight of the IAWG members, of frequent meeting cancellations, of obfuscation, of false statements and of what appears as a systematic lack of openness and at times denial. Just look at the trail of IAWG and related emails. It is against these circumstances that there has been member pushback, and justifiably so. Again, before we worry about any future direction I think there needs to be an openness about the present situation. Richard G. As you know, the release of NIST SP 800-63 v4 and recent organizational changes have brought the IAWG's original mandate to its natural conclusion. To ensure a clean transition, we have completed our review of all outstanding items and formally handed off all concluded work to Kantara staff for implementation. With our legacy work now complete, the purpose of this meeting is to discuss the formal wind-down of the IAWG and to present a proposal for a new working group to tackle the next set of industry challenges. This new initiative will focus on: * Enabling a trusted marketplace for modular identity components. * Standardizing how a verified identity is bound to critical actions like signatures and consents. Andrew, If the defrocking of the IAWG was not mandated by 17065, but an org design choice; then it does beg the question of what was the impetus is for moving away from the process that was previously successful. I’m not sure I have a dog in the fight, but I am curious. What I do think is important is understanding the following: * The disposition of the 800-63-3 criteria maintenance actions. * We were working on several items, we need to know how they will be brought to conclusion. * Several items were handed off and we need to know their status as well * In some cases, these items are quite urgent. The NIST Syncable Authenticator supplement is more than a year old, and we still have not concluded that effort – and it has been an issue for many assessments. * I am hoping (and I suspect) that we will see at least some version of our action list that addresses this? * And we need to know how future maintenance actions are to be handled. SP 800-63-3 assessments are going on as we speak and our community is full of creative types that will explore the nuances and ambiguities of our criteria - we will continue to find items in the criteria that will require consideration. We need to know how that is be handled and where those items should be directed. I don’t know that I would call it pushback and flames, but I was one of those who advocated for us continuing in our role supporting the criteria. Our community and our CSPs continue to pursue assessments, so that effort was and continues to be necessary. The questions above extend from that same thinking; how is the criteria to be supported in timely manner, in the wake of the IAWG? And, Andrew, you are not suggesting the IAWG had any say in its destiny? I thought its destiny was one of today’s topics. Jimmy PS - “natural conclusion,” makes it sound like we spent our golden years playing with the dog and then slumped over pleasantly on a park bench. This doesn’t feel like that at all. +1 And please … “the release of NIST SP 800-63 v4 and recent organizational changes have brought the IAWG's original mandate to its natural conclusion” Can we stop this mythical claim that release of 800-63 rev.4 has anything to do with the misguided decision to abruptly and ‘unnaturally’ terminate the IAWG’s important function? This is a complete non sequitur. Read the IAWG’s Charter – it remains perfectly aligned to supporting the drafting and adoption of new criteria to reflect rev.4, which is why the IAWG membership voted for the Charter being left unchanged. No sound reason has yet been offered for the actions which are being imposed. It has always been clear to me that accreditation under 17065 will imply changes to how Kantara functions as a whole, but those changes need not be the termination of all that was being capably done before. And any changes ought to be reasonably notified and discussed. None of this has happened - proven operating practices have been essentially abandoned without good reason being offered. It’s hardly the way in which an open industry body should function. As others have noted, the IAWG membership who have contributed a great deal of pro bono time and experience deserve better. The membership deserves explanations. Until tomorrow … Richard G. We look forward to your participation as we celebrate the IAWG's accomplishments and discuss this vision for the future.
