This is so heartbreaking. It sounds like having a reliable way of communicating basic information about services available and their restrictions would go a long way in getting folks to stay indoors instead of braving the bitter cold

I have a NYCID. It can get you a library card and some museums and it can be used as ID for things like access to some City services like GED, SNAP, Section 8 housing and cash assistance, buying alcohol, getting into buildings and the like. You can get one if you are 10 or older so in some respects it’s an advancement over other forms of ID. For work you would need the id and some other proof of work authorization.
