I too, agree, and think we need to make an attempt to quantify at least 2 questions with a use case in mind: 1) How could a refugee generate a beneficial value for a local economy, industry or 'a defined sector'? (community assessment) 2) What core services does an immigrant or refugee need to help them utilize their strengths or skills that would benefit a community? 3) How does a community understand defined culture inorder to assist refugees in accessing services or resources.
