My suggestion is to focus on getting as long a list of scenarios where digital inclusion might be compromised. Attached is my attempt to add more detail. I have also started a section on the harms that digital identities might inflict on users. More to come. Please bring your own list of use cases where inclusion must be considered. ..tom
