Set math (except for "previous RPT" logic) is implemented! Things to read very carefully, please:

Section 1.4.2 -- that's the "money" content
The transplanted stuff at the end that used to live in the Authorization Assessment subsection in Section 3.6 (it probably doesn't need to be in the spec anymore)
Section 9.4 (could be done all wrong)

With how we've got this done now, I suspect "previous RPT" logic won't be all that hard to express. And even if the current logic is wrong, we now have a good handle on how to express ourselves (thanks to Justin, George, James, and others...).

I'll get an agenda out tomorrow. Do also please cast your eyes over the emails I sent earlier today, and their corresponding issues.
