compliant with ISO 18013-5 and uses a very different architecture than

I guess that raises a question then about the scope of the report. At the
very least we need to acknowledge the existence of alternates.

As far as interstate interop is concerned, I believe it is required by the
"full faith and credit" clause of the constitution. I don't think we (in
US) have any choice.
