Accessibility of web sites is only a smart part of DII, but it is the first step in enabling of a DII for all eligible people. On 2023-12-21 the Office of Management and Budget released the first new guidance on the accessibility of Federal websites in over a decade. While all agencies are bound by section 298, only 23:% were fully compliant. About one in four Americans have a disability, or 61 million people, according to the Centers for Disease Control and Prevention. Without some sort of monitoring of conformance the accessibility has been declining. The new guidelines are designed to enable monitoring of section 508, but that does not go far into enabling a DII. Perhaps legislation on DII is required to include it as part of the OMB continuing compliance guidelines. Jim *Comments from Justin:* Originating from Scranton, PA, my professional journey has been dedicated to championing online safety, privacy, and inclusion. My experience in these areas has driven my commitment to ethical digital practices. As the incoming Vice Chair of IEEE 7012, I am continuing to deepen my understanding of digital privacy and security. Additionally, I've led side discussions at InternetSafety Labs, focusing on the emergent risks of AI/ML, particularly in enhancing online safety and privacy. I am also a regular voting member of the Kantara DeepFakes working group and an active participant in W3C COGA, both are roles that demonstrate my deep involvement in key areas of digital ethics and accessibility. My regional involvement with the Northern Tier Regional Planning & Development Commission's Get Connected program, now in Machi’s fourth round of grant funding, highlights my commitment to bridging the digital divide. This work, along with my academic contributions at Lackawanna College and my pursuit of a CIPP/US certification, underscores my dedication to the field of digital security and privacy. 'TSA Is Not the Right Agency to Lead' REAL ID Implementation, Security Experts Say Security and identity management experts urged Congress to direct the National Institute of Standards and Technology to play a bigger role in developing standards for digital identity management ahead of a looming 2025 deadline for domestic air travellers to comply with security requirements outlined in the REAL ID Act. "While DHS does not create standards, DHS - or even better, the White House or Congress - should request that NIST lead a timeboxed, one-year effort to create the standards and guidance needed to accelerate the deployment of secure, privacy-protecting mDL apps that Americans can use to protect and assert their identity online," Grant testified. Jay Stanley, a senior policy analyst with the American Civil Liberties Union's Speech, Privacy, and Technology Project, warned that the TSA has proposed to adopt the ISO standards, which he said were "created behind closed doors by a secretive committee" and are "inadequate and incomplete when it comes to the protection of our privacy." Sounds like Jeremy Grant is involved somehow. ..tom

Whether mDL covers the underserved population is a state by state decision. The Canadian Trust framework is not inclusive

The following is one example of standards that are not inclusive that need input of the sort we are trying to produce in Kantara. It subjects human holders of digital wallets to Trust Criteria that may well have the result of preventing human beings from accessing their rights and privileges. This is why I would like to see an early report on Inclusivity. "Digital Identity Ecosystems and their associated Trust Registries use a Trust Framework (such as the PCTF) to define how Issuers, Verifiers, Holders, and Digital Wallets should or must operate to be considered trustworthy." https://diacc.ca/trust-framework-components/pctf-trust-registries/ I requested a change and got the following responses: The Trust Framework defines the “how”, which may or may not include an entry in a Trust Registry. Holders belong on that list because they can be in a position to compromise the trustworthiness of an ecosystem. Additionally, a person may be the holder of credentials, a business may be a holder of credentials, an IoT thing may hold credentials, and the wallet may hold (be the holder) of credentials for a person or a business. In this context, a Holder is more than just a person. It's a person's decision whether they want to use a digital credential or not. Much like a person can choose to pay for an item with cash or use their biometrics on their smartphone to tap payment. A person's rights or privileges are not determined by this nor is it being insinuated nor is it being enforced on citizens. At the end of the day, it's the individual's decision and choice, which Canadians have and will continue to do so, how they want to interact with the digital ecosystem. Something that is not so evident in the countries you mentioned. [Russia and China] As we can see from the following example of a first nations grandfather seeking to set up a bank account for his daughter; underserved populations are AT RISK from thinking like the above. This is a good example of why technologists should not be permitted to define standards that impact normal people. They just have no clue!
