August 30, 2023* NIST is seeking several categories of collaborators – “Issuing Authorities, digital identity solutions providers, Verifiers (also known as Relying Parties), and third-party trust service providers” – to participate in developing and testing implementation schemes, according to the *project description* <https://www.nccoe.nist.gov/sites/default/files/2023-06/mdl-project-descript…> published in June. https://www.nccoe.nist.gov/sites/default/files/2023-06/mdl-project-descript… ABSTRACT There are several new digital credentials-based standards emerging and they are all silos operating in specific environments and written for specific contexts. As such, there is a lack of foundational, strongly verifiable, and trustable digital credentials available to make transition to today’s mobile device platforms. NCCoE cybersecurity experts will address this challenge through collaboration with Issuing Authorities, digital identity solutions providers, Verifiers (also known as Relying Parties), and third-party *trust service providers*. …… Let’s discuss: KI’s mission is to provide a Trust Framework service, should the RIUP and other Kantara’s WG leadership explore contributing to NCCOE’s mission? The project description says, “While this project is centered on mDLs defined in ISO/IEC 18013-5*, the concepts explored in this project will be extended to any credentialed Identity such as federal government issued credentials for agency employees or program beneficiaries, corporate credentials, travel credentials, health credentials, etc.”….. this includes the Underserved Population.*

Not identity-specific, but I saw an interesting case involving accommodations and smart phones on a Facebook post: “My issue is all needed accommodations. I recently had to be in the courts on a matter and they forbade cellular phones so I was left with no way to control my hearing aids, leaving me in a less than optimal situation.” Noreen

There is a lot of ‘technical activity’ in the marketplace and lets’ take a mid-year assessment of where REUP is and what our next steps should be considering NIST 800-63-4draft, is being revised and based on NISTs 4 1⁄2 hour digital identity, virtual call, last week. It is my understanding 800-63-4A will have some major modifications along with 4C which will impact our target audience so we are on hold for now. But there is much going on and we need to collectively assess market activity both nationally and at the local community level; I have two in mind, one which I have visited. As we have discussed, it is all about the USER, their smartphone and who and what can they trust today? *Open platform:* Smart devices; Validation; Federation – a trusted source? ChatGPT, GPT4 or MIT’s C2PA-cryptography? Please share your thoughts or ask questions of those on line. We also need to discuss a subset of the Underserved Population, the minors (12-18; the majority have smartphones) and their need for an authenticated identity especially within the healthcare and education sectors.
